Dulong na Torta is a fish patty made from tiny white(silver) fish about an inch or less in size and is very tasty.
The tiny white fish are washed and mixed with an egg, breadcrumbs, onion, salt and pepper and flattened like a burger to make a patty or fish cake (like the crabcake).
However, it is not served in a bun like a burger or the crabcake, but eaten with rice or as a snack (even beer snack) with a spicy vinegar, ketchup, or mayonnaise with garlic (aoili) dipping sauce.
Torta usually means omelette in most Tagalog dishes, though it could also be used to mean Torte(or a type or bread or pastry), or the Kapampangan dish Torta, made of ground pork and potatoes in tomato sauce.

IN THE PANTRY:
INGREDIENTS
1 Combine together all the ingredients together for the fish patty (except for cooking oil).
2 Refrigerate for at least 1 hour for the batter to come together and for easy handling.
3 Portion about half a cup and form into a ball.
4 Flatten then pan fry in oil until golden brown.
5 Serve with steamed white rice or as a beer snack with ketchup or vinegar dipping sauce.
